The Medi-Cal program, administered by the Department of Health Care Services (DHCS), routes most members through county-based managed care plans. Los Angeles County uses a Two-Plan model with L.A. Instead, providers must submit a Vehicle Safety Systems Inspection (VSSI) certificate issued by the Bureau of Automotive Repair (BAR) with their enrollment application.

Litter van and wheelchair van operators must now submit a Vehicle Safety Systems Inspection (VSSI) certificate from the Bureau of Automotive Repair. This change applies to all NEMT applications received on or after March 27, 2025.
